Formula basis
Depending on the measurement setting (clinic or home), a different threshold set is applied: the lightest category for which both the systolic and diastolic readings fall below that category's upper bounds is selected (e.g., for clinic readings, systolic <140 and diastolic <90 keeps the reading at or below 'high-normal'; otherwise it is promoted to Grade I hypertension or higher). This is mathematically equivalent to JSH's own rule of taking the higher of the two categories implied by systolic and diastolic values separately.
